Texas State Soil and Water Conservation Board Offers Resources for Landowners Through Water Quality Management Plan Program

The Texas State Soil and Water Conservation Board (TSSWCB), in partnership with Texas’ 216 Soil and Water Conservation Districts (SWCDs), continues to support agricultural producers through the Water Quality Management Plan (WQMP) Program. For more than three decades, the voluntary program has helped landowners implement conservation practices that protect water quality while supporting productive and sustainable agricultural operations.

Through the WQMP Program, landowners can work with their local SWCD to develop a site-specific conservation plan tailored to the needs of their individual operation. Plans may include conservation practices, management measures, or innovative technologies designed to prevent or reduce nonpoint source pollution and meet Texas water quality standards.

Since the program began in the mid-1990s, more than 12,000 WQMPs have been certified across the state, demonstrating the continued commitment of Texas agricultural producers to responsible land and water stewardship.

A new round of funding is currently available through TSSWCB to assist eligible landowners with implementing conservation practices included in their WQMP for Fiscal Year 2027. Cost-share assistance can help offset a portion of the expenses associated with installing or adopting eligible practices, allowing producers to make improvements to their operations while conserving Texas’ natural resources. A complete list of practices eligible for cost-share assistance is available online.

In addition to providing a practical approach to conservation, a certified WQMP offers landowners assurance that their operation is meeting applicable Texas water quality requirements. Certified participants may also be eligible for financial incentives and confidentiality protections provided under state law.

TSSWCB regional offices and local SWCDs across Texas are available to help landowners learn more about the WQMP Program, develop a plan for their operation, and explore available financial assistance opportunities.
